The mysterious murder of 22-year-old university student Enid Twijukye could turn into the biggest security bother for Uganda Police, the Judiciary and Uganda’s spy networks.

Enid Twijukye’s body was discovered rotting after she disappeared from her home in very unclear circumstances on January 4, 2016. It is said that she was working at Capital Shoppers in Nakawa, was supposed to graduate in February.

Dr Brian Bagyenda, 29, the son of the new director of Internal Security Organisation, Col Frank Bagyenda aka Kaka last week was arrested and confessed to killing the Kiruhura-born lass after their love affair went south. Enid was the fourth-born in a  family of six children. Her mother is a housewife while her father (Wilson Tibegaya) is the headteacher of Karobwa Educaation Centre, Kazo, Kiruhura

Dr.Brian is expected to appear before Nakawa court this week according to Moses Eliau, the Jinja Road Divisional Police Commander, but the deceased girl’s mother, Esther Mirembe Nkoko says that the suspect is no longer in custody and that the father is likely to use his influence to tamper with justice.

“We have been told that Police officers are too scared to comment or even handle the matter because it involves their boss (new ISO boss Kaka), and we are getting worried that we may get a doctored postmortem report,” a sources told this news site.

When contacted, Andrew Felix Kaweesi the Police spokesperson and Emilian Kayima the Kampala Metropolitan Police spokesperson feigned ignorance of the matter.

“I have not handled that matter I am not aware of it maybe you try your other sources,” Kaweesi said.

When contacted, Emilian Kayima said he was also not aware of the case, he needed to information from Jinja Road Police station where the suspects are detained but he could not access the officers handling the matter.

“I want justice for my daughter, Goodbye my love,” the mother of six mourned.

Apparently the suspect’s father [Col Frank Bagyenda] asked the family of the deceased not to reveal him to the media….”he promised them that he will not try to save his son but we do not believe him,” the source added

On January 25, Col. Bagyenda was appointed the ISO boss by President Museveni and sources close to the family say by the time of his appointment, his son was being questioned for the murder.

Kaka has been a key in Security Intelligence and political figure with a number of Opposition politicians who cross to the ruling NRM party seen at his hotel.  Many of them, it is alleged would be sent to meet Kaka before they would be officially welcomed by President Museveni.
From here, source say, they are indoctrinated with the NRM doctrines.

How Enid was killed

According to a security operative privy to the murder investigation, the two lovebirds first met at Mulago Hospital, where Twijukye’s mother had been hospitalized.

“Initially, Col. Kaka’s son Brian was in a relationship with Twijukye’s sister (Doreen), but things did not work out. He in the desperation pursued Enid (younger sister) and they hit it off.”

The rich spy’s son immediately started showering the naïve fresher with expensive gifts, including a phone worth Shs1m,” the source revealed.

Their romance however did not last as Enid, 22 and then a second year student reported ‘changed her character’.

“She was making demands and the same time developing mood swings. On several occasions, they clashed after Brian demanded to check messages on her phone.

Police suspect that Enid was murdered on January 5, at Brian’s home in Luzira and her body dumped in Namanve forest, a distance of 11km away.

According to detectives, Brian Bagyenda with the help of two shamba boys (Vicent Rwahire and Innocent Bainomugisha also in police custody) allegedly planned and executed the murder.

It is alleged that after the murder, Brian was restless and contemplated taking his own life. At one time, he is said to have driven to Kazo, Kiruhura District with the plan to meet the bereaved family.

However, the Police had since begun tracking the phones of all the persons in question and the suspects were nabbed at a hotel in Bugolobi, another city suburb.

Col. Kaka did not respond to a request for comment on Tuesday morning
