The One (1) Trillion Service Chiefs; Plumbing Leakages With Sheabutter, By Ilemobade Ade

 

I have a feeling of deja-vu this morning, wondering whether this is a kind of retrogade psychological amnesia or is it just another auditory hallucination perpetually perceiving sounds like 1trillion Naira repetitively.

My systemic experience of sensory inputs and the transmission of sensory informations to my brain generated disjointed organic stimulus, thereby creating a dysfunctional contextual information reservoir, as a result of the mind-boggling sum of money traced to the accounts of Nigeria Ex-service Chiefs.

Mentioned in the piece I read the previous night: were the former Chief of Defence Staff, Air Chief Marshal Alex Badeh; former Chief of Army Staff, Lt.-Gen. Kenneth Minimah; former Chief of Naval Staff, Vice Admiral Usman Jibrin; and former Chief of Air Staff, Air Marshal Adesola Amosu.

Obviously, I begin to soliloquize as to how Ex-service chiefs can accumulate such humongous material/financial benefits taking into consideration their renumerations and fringe benefits as stipulated by law.

What a primitive materialist accumulation to the detriment of national security and citizen wellbeing.  Is the approval for this madness also from president Goodluck Jonathan? Given his diabolic meta-authority on corruption.

There is no doubt in my mind, that what we are witnessing is a criminal diversion of public fund by those officers who are supposed to lead by example, a misapplication of public fund meant for the procurement of arms to fight Boko Haram.

I hope we the citizenry can still ask the president to court-martial and sentence these Ex-service Chiefs to imprisonment, for a term more than two years or any capital punishment provided by our laws, like death penalty.

The stealing of public fund or missaplication of public fund is a criminal offence in law. Since public fund is public property, those Ex-service Chiefs I hope can still be prosecuted under the Armed Forces Act -My view because the president can recall officers from retirement.

ARMED FORCES ACT: Recall of officers from retirement

  1. An officer who has retired or was permitted to resign may be recalled at any time during the currency of any term of reserve service in accordance with regulations made under this Act, and on the recall, shall be liable to serve until he is released or discharged.

If it is not possible I will suggest an urgent need to re-write the Act to make this possible in the future.

ARMED FORCES ACT: Offences relating to Property

  1. Offences in relation to public and service property

A person subject to service law under this Act who

(a) steals or fraudulently misapplies a public or service property, or is concerned in or, connives at the stealing or fraudulent misapplication of a public or service property; or

(b) receives or retains a public or service property knowing or having reason to believe that the property has been stolen or has been fraudulently misapplied; or

(c) wilfully damages or is concerned in the wilful damage of a public or service property; or

(d) by wilful neglect, causes damage to a public or service property,

is guilty of an offence under this section and liable, on conviction by a court-martial, to imprisonment for a term not exceeding two years or any less punishment provided by this Act.
