The All Progressive Congress (APC) in Anambra state, has uncovered a multi-billion naira fraud being perpetuated by Governor Willie Obiano through the monthly allocation of Local governments from federal government.
The APC publicity secretary in the state, who made this known in an exclusive interview with ElombahNews said some governors had been indicted by the Nigerian Financial Intelligence Unit (NFIU) of moving local government’s allocation out of the country.
According to Arc. Okefo Madukaife, certain governors are moving local government money out of the country based on NFIU report which is now regulating direct remittance of funds to local governments, but the work is not over.
He said, “It is time to think differently and obviously APC is the right party to do that in Anambra state.

Madukaife said “APGA should explain why it is difficult in terms of vision and practice to conduct the local government election.
“Why is it difficult to run the state in line with constitution? APC has a matter in the Supreme Court. We went to the high court in May 18, 2017 to compel the state government to conduct local government election, but rather than obey the Court, APGA took the case to Appeal. The matter is now in the Supreme Court.
“The money being spent at the local government level is not appropriated, and by appointing transition chairmen in local governments and backing it up by appointing councillors, they pervert the constitution.
“Rather than Nnewi North, for example, of having an elected local government chairman that will be elected by the good people of Nnewi, they will call someone to sit as transition council chairman in Nnewi North.
“There is a round tripping that is going on and that is going to burst open very soon. I am glad that some prominent people in society after committing initial errors are beginning to wizen up to the situation.
“If you have been reading news lately, you will find bulk of opposition coming to Arthur Eze.
“There is no local government in Anambra state that earns less than N170 million monthly, and up to N300m to N400m, that is the range of money that is being circulated and people that belong to these local governments are asking; ‘when did we choose our leaders’.”
When asked what happens to these local governments allocations from the federal government, Madukaife said, “A state that needs to have 22 governments has only one and you think the situation will be the same.”
“APGA has failed to conduct local government elections in the state for the past 16 years in the state. If the local governments’ election is conducted in the state today, APC will the election.”
He said the whole world needs to know what is going in Anambra state for the past 16 years whereby the state has only one government instead of 22 governments in the state.
He said, “in Anambra state, APGA is the only government in Anambra state and APC is the only opposition in the state, adding that other political parties are simply waiting for election time to distribute bag of salt and N1000 to the people.
“They have been implementing our policy without giving credit to us.
“Many other states have left Anambra because we are in a struggle for democracy, we have not achieved democracy, we are supposed to have 22 governments in Anambra state and today we have only one.”
On levies being imposed on market traders, Madukaife said, “the first question should be, who owns the market?
“By the structure of government, the owner of the market is not around, the person who is not the owner begins to take it over, but if you conduct a proper election, we are going to see a systematic clash of interests between elected local government officials and state government officials, and those things will streamline themselves.
“They (state government) have no business collecting the levies they are collecting.”
Security
Madukaife said there is security agreement between the Anambra state government and the Israeli, “at the end of the meeting they arrived at the resolutions which will solve the security problem in the state, but up till now Anambra government yet to implement it,”
Maintaining that there is security for the elites in Anambra but not for the people, the APC Spokesman said, “There was an agreement between Anambra government and Israeli. In that summit they arrived at a resolution which will take care of security at the level of critical minds not only of the elite. None has been implemented.
“We call on the Anambra government to publish the report and white paper and state the level of implementation so that we can access how far they have gone.
“APC in Anambra state has a security master plan which will take Anambra to the highest level of security and when that is done, subsequent governments will not be claiming security as an achievement. Security of the people is the greatest role of government.”
He however conceded that Governor Willie Obiano has been able to tackle kidnapping in Anambra state, but many other crimes are going on in the state.
According to him, “I will concede that Obiano has been able to tackle kidnapping in the state, but that is not the vision of APC.
“There are a lot of other crimes going on in Anambra state, what Obiano can say is that kidnapping has ended. Every net worth person you see in Anambra moves around with three to four policemen, at some times their convoy of buses will be fileld with policemen, but this then creates a situation where the rest of the state is under policed. While you have solved one problem, you have created another. ”
Speaking on crisis in the party, Madukaife said that there is no crisis in All Progress Congress Party in Anambra, “everything is in order”.
He said, “We had a congress in 2018 in which I emerged as the publicity secretary, Barrister Emeka Obi emerged as the chairman and the other co-contestants went to court to challenge the results and court in its wisdom nullified his election as chairman and the deputy chairman became Acting chairman as a result of the judgement.
“While emeka has challenged the action in court, it does not affect APC in Anambra state. It does not translate into a crisis, Emeka is pursuing is matter peacefully, we wish him well. “
